This has been a critical concern because Luna's weakened state often leads to defeat in nearly all the affected games.
The bug causes the affected heroes to be unable to use their active skills, making them significantly weaker compared to their opponents and lowering their win rates. Players have appealed to Valve to address the issue. It's suggested that changes to hero aspects in patch 7.37 may be the main cause of this bug, resulting in technical glitches for some players.
